The goal of this activity is to improve maternal and child health in targeted areas of the Democratic Republic of Congo (DRC). To achieve the proposed goal, the Support for International Family Planning Organizations (SIFPO) project will implement activities designed to: (1) Increase the availability of quality health services and products related to family planning (FP), maternal and child health (MCH), and water and sanitation (WASH), and HIV/AIDS; (2) Increase the knowledge of and demand for health services and products; and (3) Strengthen the capacity of local organizations in behavior change communication, community mobilization and distribution of health products. This activity is expected to last one year and to serve as bridge mechanism while the mission aligns its health portfolio to the new Country Development Cooperation Strategy (CDCS). The activity will build on lessons learned from the recently closed Advance Social Marketing in the DRC - AIDSTAR project while shifting program emphasis to more effectively contribute to the CDCS and PEPFAR objectives. SIFPO will continue to assist local NGOS that received capacity building technical assistance with AIDSTAR. PSI will increasingly involve them in the implementation of activities.

SIFPO is a central mechanism that started in September 2010 and will be ending in September 2015. The USAID mission in the DRC is funding SIFPO through a field support mechanism. It will provide a funding level of $4,700,000 including $1,000,000 PEPFAR contribution, starting as early as March 2014. Activities will be implemented in urban sites from the CDCS and PEPFAR geographic area. PSI will monitor progress on key indicators using a appropriate monitoring and evaluation tool.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.

This mechanism has no published performance targets or indicators.
